When a Rukongai soul shows spiritual power it can enter the Shin'ō Academy and, from there, the Gotei 13: it is the only way into the Seireitei for anyone not born noble. The city is the epicentre of almost every crisis in the series: the invasion of the ryoka who come to save Rukia, Aizen's betrayal, the Wandenreich's first raid that costs Yamamoto his life, and the second, in which the Seireitei is literally replaced by Silbern, the Quincy capital.
