Rukia's adoption breaks the house's rules for the second time, after Byakuya's marriage to a commoner from the Rukongai: Byakuya swears on his parents' graves never to do it again, which is why he does not lift a finger to save her. That is exactly why the moment on the Sōkyoku when Byakuya steps between Rukia and Gin's blade marks the end of that promise and the start of a true bond between siblings.
