The cliff on the west coast where Marley brings condemned Eldians, injects them with the serum and throws them onto the island as pure Titans: it is here that Grisha loses Dina and receives the Attack Titan from Kruger.
The 'land of paradise' promised to the condemned is a wall of Titans: those thrown off the cliff wander forever as pure Titans, which is how Paradis filled up with Titans over a century. In 851 the Survey Corps, following the trail of a crawling Titan, finds the structure and understands where its enemies come from.
