The conservative council that governs sorcerers: it sentences Yuji to death, orders Yuta's death in 2017 and after Shibuya pins the blame for the Incident on Gojo and Yaga.

Gojo openly despises them and wants to replace them with a new generation. After Shibuya they declare Gojo an accomplice of the enemy, execute Yaga and name Yuta as Yuji's executioner.
